Foxconn, one of Apple’s primary manufacturers had planned to build a massive $12 billion dollar plan in Brazil to produce iPads. However, in a report by Reuters, it appears that deal is now in jeopardy:

The plan was scheduled to begin in July but delayed to November, according to an official. Funding for the project has reportedly run into trouble the state development bank BNDES. The main issues holding back the iPad in Brazil are high taxes, poor infrastructure and a smaller selection of labour. The plan was originally met by skepticism, but now it appears the powers that be don’t want to make the plant happen in Brazil.
